- A total of 112 food processing projects were completed/operationalized in 2022 covering - Mega Food Park:1, ColdChain:15, Units:71, Agro-Processing Clusters(APC):4, Food Testing Laboratories:20, Backward & Forward Linkage projects:1. *

Production:
- Total Foodgrain production in the country for 2022-23 is estimated at record 3305.34 lakh tones which is higher by 149.18 LMT as compared to previous year (as per 3rd Advance Estimates)*
- Total production of pulses for 2022-23 is estimated at 275.04LMT which is higher by 2.02 lakh tonnes than previous year’s production (as per 3rd Advance Estimates).*
- Total production of Rice during 2022-23 is estimated at (record) 1308.37 lakh tonnes. It is higher by 13.65 lakh tonnes as compared to previous year. *
- Non-Basmati Rice has emerged as India’s top export item among the many agricultural and processed food product exports under APEDA basket. With the export of USD 4663 mn in nine months of 2022-23, it is recorded a significant contribution in FY 2022-23. *
- Production of Maize in the country during 2022-23 is estimated at (record) 346.13 lakh tonnes which is higher by 8.83 lakh tonnes than the previous year production of 337.30 lakh tonnes. *
- Production of Nutri/ Coarse Cereals estimated at a record 527.26 lakh tonnes which is higher by 16.25 lakh tonnes than the previous year’s production. *
- Total Pulses production during 2022-23 is estimated at a record 278.10 Lakh Tonnes which is nigher by 5.08 lakh tonnes than previous year’s production of 273.02 LMT and 31.54 LMT higher than the average pulses production of last five years. The production of Moong is estimated at a new record of 35.45 LMT which higher by 3.80 LMT as compared to previous year’s production. *
- The production of Wheat (record) in the country is estimated at 1121.82 LMT which is higher by 44.40 LMT as compared to previous year’s production. *
- Growth Drivers

- 12 brands have been launched to promote various One District, One Product under the Branding & Marketing component of PM Formalisation of Micro Food Processing Enterprises scheme. *
- Total 46 new projects approved under Operation Greens Scheme in the Calendar Year 2022.*
- At-home consumption of millets per month per person has increased to 14 kgs. from 3 kgs. with a boost in sale of almost 30%. *

- Shri Narendra Singh Tomar launched the Platform of Platforms (POP) under the National Agriculture Market (e-NAM). This will increase farmers' digital access to multiple markets, buyers and service providers and bring transparency in business transactions with the aim of improving price search mechanism and quality commensurate price realisation. *
- Animal Husbandry Infrastructure Development Fund (AHIDF) projects is launched to support the farmers. *

- Production Linked Incentive (PLI) Scheme

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has given its approval to introduce the Production-Linked Incentive (PLI) Scheme in Food Products for Enhancing India’s Manufacturing Capabilities and Enhancing Exports – Atmanirbhar Bharat.
Financial Outlay- INR 10,900 crore
Products: Ready to Eat / Ready to Cook (RTE/ RTC), Marine Products, Fruits & Vegetables, Honey, Desi Ghee, Mozzarella Cheese, Organic eggs and poultry meat. The component for Millet based products has been added in the year 2022-23 with an outlay of INR 800 cr. *

- Sector Policy

- MoFPI is implementing a Centrally Sponsored Scheme-PM Formalisation of Micro Food Processing Enterprises Scheme (PMFME) for providing financial, technical and business support for setting up/upgradation of 2 lakh micro food processing enterprises through credit linked subsidy during five years from 2020-21 to 2024-25 with an outlay of INR 10,000 cr. *
- One District One Product (ODOP) has been approved for 713 districts of 35 States/ UTs under PMFME scheme. *
- 27,003 Loans have been sanctioned in the country under credit linked subsidy component of PMFME Scheme. *
- Food Processing is recognized as a Special Focus Sector in the National Manufacturing Policy. *
- Under Mission Organic Value Chain Development in North East Region (MOVCDNER), Farmers are provided subsidy of INR 31000/ ha / 3 years under PKVY and INR 32500/ ha/ 3 years under MOVCDNER for various organic inputs including organic fertilisers. *
- Under National Food Security Mission (NFSM), financial assistance is provided for promotion of Bio-Fertilizer (Rhizobium/ PSB) @50% of the cost limited to Rs.300 per ha. *
- Total of 1138 agri startups are supported under the programme with financial assistance of INR 70.30 cr under Innovation and Agri-Entrepreneurship Development” programme. *
- The Government is implementing Agricultural Marketing Infrastructure (AMI), a sub-scheme of Integrated Scheme for Agricultural Marketing (ISAM) under which assistance is provided for construction/ renovation of godowns/ warehouses in the rural areas in the States to enhance the storage capacity for agriculture produce. Under the scheme, Government provides subsidy at the rate of 25% and 33.33% on capital cost of the project based on the category of eligible beneficiary. Assistance is available to Individuals, Farmers, Group of farmers/growers, Agri-preneurs, Registered Farmer Produce Organizations (FPOs), Cooperatives, and state agencies etc. The scheme is demand driven. *
- Food and agro-based processing units can avail loans under Priority Sector Lending. * It will ensure a greater flow of credit to entrepreneurs for setting up food processing units and attract investment in the industry.
- Government has set up a special fund called "Food Processing Fund" of approximately USD 265 Mn in National Bank for Agriculture and Rural Development (NABARD) for extending affordable credit to designated food parks and the individual food processing units in the designated food parks. *
- Ministry of Food Processing Industries is also keen on developing an integrated and comprehensive National Food Processing Policy, for which a draft has already been circulated among the stakeholders to receive suggestions and recommendations. * It aims to build India’s National Food Grid and National Cold Chain Grid apart from the retail markets at every nook and corner of the country.
- The Union Cabinet of India has announced a new central sector scheme of Agriculture Infrastructure Fund. Under the scheme, INR 1 lakh cr will be provided by banks and financial institutions to feasible projects for post-harvest management infrastructure and community farming assets. The financial support will be in the form of medium - long term debt financing facility and all loans under this financing facility will have interest subvention of 3% per annum up to a limit of INR 2 cr. *

National Mission for Sustainable Agriculture (NMSA)*

It is one of the Missions within the National Action Plan on Climate Change (NAPCC). The mission aims to evolve and implement strategies to make Indian agriculture more resilient to the changing climate.
Animal Husbandry Infrastructure Development Fund (AHIDF): *

The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Act, 2020 *
- This act creates an ecosystem where the farmers and traders enjoy the freedom of choice relating to the sale and purchase of farmers’ produce.
- This act facilitates remunerative prices through competitive alternative trading channels.
- The main aim of this act is to promote efficient, transparent and barrier-free inter-State and intra-State trade and commerce of farmers’ products
- In order to support section 17 of the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Rules, 2020 came into force on 22 October 2020.
Operation Green (Top to Total) *
- Ministry of Food Processing Industries (MoFPI) as a part of Aatmanirbhar Bharat Abhiyan extended the Operation Greens Scheme from Tomato, Onion and Potato (TOP) to all fruits & vegetables (TOTAL) for a period of six months on a pilot basis. The objective of the intervention is to protect the growers of fruits and vegetables from making distress sales.
- In a Budget speech for 2021-2022, Government has announced the expansion of the scope of “Operation Greens scheme” from Tomato, Onion & Potato (TOP) to 22 perishable products, so as to boost value addition in agriculture and allied products and their exports.

- Subsidy for transportation of all fruits & vegetables via any type of train service by Indian Railway under Operation Greens - TOP to TOTAL
PM Kisan Samman Nidhi *
- Hon'ble PM, Shri Narendra Modi released the 7th instalment of financial benefit under PM Kisan Samman Nidhi to establish Indian agricultural markets in the world.
- More than 1,10,000 cr rupees have been released so far and 10.59 cr farmer families have been benefitted.
- About INR 2.4 lakh crore worth of benefits released as of 9.03.2023. *
Crop Insurance Scheme *
- Shri Tomar launched National Crop Insurance Portal’s digitized claim settlement module namely DigiClaim under the ambit of Pradhan Mantri Fasal Bima Yojana (PMFBY). *
Micro Irrigation Fund *
- Micro Irrigation Fund with a corpus of INR 5,000 cr was created with NABARD during 2018-19 with an objective to facilitate the States in mobilizing the resources and to provide top-up/additional incentives to farmers for incentivising micro-irrigation beyond the provisions available under PMKSY-PDMC.
Pradhan Mantri Kisan Maan Dhan Yojana *
- Pradhan Mantri Kisan Maan Dhan Yojna (PMKMY) Scheme aims to provide a social security net for the Small and Marginal Farmers (SMF) by way of pension, as they have minimal or no savings to sustain their livelihood during their old age and to support them in the event of the consequent loss of livelihood.
- 21,42,718 Farmers have been enrolled under Pradhan Mantri Kisan Maandhan Yojana (PM-KMDY).
Pradhan Mantri Kisan Sampada Yojana (PMKSY)*
- Under the component schemes, MoFPI provides credit linked financial assistance (capital subsidy) in the form of grants-in-aid to entrepreneurs for setting up of food processing / preservation industries with farm level infrastructure like primary processing facilities, collection centers etc.
- GOI has continued the umbrella PMKSY scheme with an allocation of INR 4600 crores till March 2026.
- Total fund of INR 4439.20 cr has been allocated for the period from 2017-18 to 2022-23. Out of 4439.20 crore, INR 3566.80 crore has been released in form of grants-in-aid under PMKSY as on 28.02.2023.
- GOI has continued the umbrella PMKSY scheme with an allocation of INR 4600 crores till March 2026.
- Under PMKSY, a total of 1375 food processing projects including projects of Food Testing Laboratories, Research & Development on food processing sector and Skill Development involving total grants-in-aid of INR 8536.14 crore. *
- 41 Mega Food Parks, 376 Cold Chain projects, 79 Agro-Processing Clusters, , 485 Food Processing Units, 489 proposals under Creation/ Expansion of Food Processing & Preservation Capacities (CEFPPC), 61 Creation of Backward and Forward Linkages Projects & 52 Operation Green projects across the country have been approved. *
- The scheme has assisted in benefitting 56.01 lakh farmers and generating 8.28 lakh employments. *
- Projects completed under component schemes of PMKSY are estimated to benefit about 30.67 lakh farmers. *
- 24.35 lakh Additional Irrigation Potential Created Under PMKSY during 2016-2022. *
Dairy Processing and Infrastructure Development Fund (DIDF) *
- DIDF is a programme wherein assistance at subsidised rate of interest (Interest Subvention) will be given. The project focuses on building an efficient milk procurement system by setting up of processing and chilling infrastructure & installation of electronic milk adulteration testing equipment at village level.
National Edible Oil Mission- Oil Palm *
- National Mission on Edible Oils - Oil Palm (NMEO-OP) has been launched with the aim to augment the availability of edible oil in the country by harnessing area expansion, increasing crude palm oil production with the aim to reduce the import burden.
- The salient features of NMEO-Oil palm include assistance for planting material, inputs for intercropping upto gestation period of 4 years and for maintenance, establishment of seed gardens, nurseries, micro irrigation, bore well/pumpset/water harvesting structure, vermi compost units, solar pumps, harvesting tools, custom hiring centre cum harvester Groups, farmers and officers training, and for replanting of old oil palm gardens etc.
- The total approved cost of the NMEO (Oil Palm) Scheme is INR 11,040 crore. For the year 2021-22, a total of INR 10422.69 lakh has been approved for various state annual action plans.
National Agriculture Market (e-NAM) Scheme *
- GOI had launched National Agriculture Market (e-NAM) Scheme with the objective of creating online transparent competitive bidding system to facilitate farmers with remunerative prices fotheirheir produce.
- Under the e-NAM Scheme, Government is providing free software and assistance of INR 75.00 Lakh per mandi for related hardware including quality assaying equipments and creation of infrastructure like cleaning, grading, sorting, packaging and compost unit etc.
- 1000 mandis of 18 States and 3 UTs have been integrated with e-NAM platform till November 2021.
Schemes on Paramparagat Krishi Vikas Yojana (PKVY) *
- Farmers are primarily encouraged for organic cultivation using organic fertilizers and provided hands-on training about on-farm production of organic fertilizers and its use.
- Organic cultivation on either side of River Ganga, large area certification and support for individual farmers has also been introduced under PKVY to increase coverage using organic fertilizers.
- In total, financial assistance of INR 50000 per hectare provided to farmers under PKVY for 3 years. *
Bhartiya Prakritik Krishi Padhati (BPKP) *
- The scheme has been introduced as a sub-scheme of PKVY for the promotion of traditional indigenous practices including Zero Budget Natural Farming (ZBNF).
- The scheme mainly emphasizes on exclusion of all synthetic chemical inputs and promotes on-farm biomass recycling with major stress on biomass mulching, use of cow dung-urine formulations and plant based preparations.
- Under BPKP, financial assistance of INR 12200/ha for 3 years is provided for cluster formation, capacity building and continuous handholding by trained personnel, certification and residue analysis.
- Until now, under natural farming an area of 4.09 lakh ha area has been covered and a total fund of INR 4980.99 lakh has been released in 8 States across the country.
National Mission on Oilseeds and Oil Palm (NMOOP) *
- Financial assistance@ 50% subsidy to the tune of Rs. 300/- per ha is being provided for different components including bio-fertilizers, supply of Rhizobium culture/Phosphate Solubilising Bacteria (PSB)/ Zinc Solubilising Bacteria (ZSB)/ Azatobacter/ Mycorrhiza and vermi compost.
- National Mission on Edible Oil-Oil Palm (NMEO-OP) has been launched to promote oil palm cultivation for making the country Atmanirbhar in edible oils with special focus on North Eastern States and Andaman & Nicobar by increasing area of Oil Palm from 3.70 lakh hectares to 10.00 lakh hectares in 2025-26. This scheme is being implemented in 15 States/UTs during 2022-23. *
The SOP for drone regulation for pesticide application *
- It covers important aspects like statutory provisions, flying permissions, area distance restrictions, weight classification, overcrowded areas restriction, drone registration, safety insurance, piloting certification, operation plan, air flight zones, weather conditions, SOPs for pre, post and during operation, emergency handling plan.
Conformity Assessment Scheme *
- PM launches a Portal and Logo dedicated to the Conformity Assessment Scheme of milk products to ensure Quality & Food safety of Milk and Milk products across the country.
The Scheme focuses on:
- Simplify the certification process
- Create an instantly recognisable logo for public to be reassured about dairy product quality
- Increase the sales of milk and milk products in organized sector and in turn enhancing income of farmers
- Develop a quality culture in the dairy sector
Pradhan Mantri Matsya Sampada Yojana (PMMSY)*

Government is implementing the flagship scheme of PMMSY for benefit of fishers and fish farmers in the country with a highest outlay of INR 20050 crore. The scheme will increase the fish production and productivity and improve the socio-economic status of the fishers.

PMMSY, is implemented over a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories and has set a target of INR 1,00,000 crore fisheries export, additional 70 lakh tonnes fish production, and generation of employment for 55 lakh people in the years to come.

Genetic Improvement Programme of Penaeus indicus (Indian white shrimp) Phase-I with a total cost of INR 25.044 cr. *

A total of 18,981 fishery cooperatives are operating throughout the country. *
National Food Security Mission (NFSM) *
- The Department of Agriculture and Farmers Welfare (DA&FW) is implementing a Sub-Mission on Nutri-Cereals (Millets) to enhance area, production & productivity of millets including bajra.
- Under this Sub-Mission, bajra is being promoted in 89 districts of 9 states including 14 districts of Gujarat. North Eastern States, Himachal Pradesh and UTs of Jammu & Kashmir and Ladakh have been given flexibility to include the districts under programme.
- Through the efforts made by the Government, the production of millets has increased from 14.52 million tonnes in 2015-16 to 17.96 million tonnes in 2020-21.
- The production of bajra has also increased from 8.07 million tonnes to 10.86 million tonnes during the same period.
National Programme for Dairy Development (NPDD) scheme *
- Component ''A'' of NPDD focuses on creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities for State Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/SHGs/Milk Producer Companies/Farmer Producer Organizations.
- Component ‘B’ of the NPDD scheme "Dairying through Cooperatives” aims to increase sale of milk and dairy products by increasing farmer’s access to organized market, upgrading dairy processing facilities and marketing infrastructure and enhancing the capacity of producer owned institutions.
- Under Component A of NPDD scheme, DAHD has received 189 proposals from various State Governments from March 2014 to till date. As on 13.03.2023, 185 projects have been approved in 28 States and 2 UTs with total outlay of INR 3015.35 crore (Central Assistance INR 2297.25 crore) during 2014-15 to 2022-23. *
- Under Component B of NPDD scheme, 11 projects have been received and approved in 3 States with the total outlay of Rs.251.79 crore (ODA loan-Rs.115.99 crore and Grant-Rs.120.62 crore). *

Union Budget 2023-24*
- The total budget of the Ministry of Agriculture and Farmers Welfare, including Agricultural Education and Research, is about INR 1.25 lakh crore this time.
- Out of this, provision of INR 60,000 crore has been made for the Modi Government's ambitious scheme, - the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan).

INVESTIBLE PROJECTS:
- Fruits and vegetables: preserved, candied, glazed and crystallized fruits and vegetables, juices, jams, jellies, purees, soups, powders, dehydrated vegetables, flakes, shreds and ready-to-eat curries.
- Food preservation by fermentation: wine, beer, vinegar, yeast preparation, alcoholic beverages. Beverages: fruit-based, cereal-based.
- Dairy: liquid milk, curd, flavored yogurt, processed cheese, cottage cheese, Swiss cheese, blue cheese, ice cream, milk-based sweets.
- Food additives and nutraceuticals.
- Confectionery and bakery: cookies and crackers, biscuits, bread, cakes and frozen dough.
- Meat and poultry: eggs, egg powder, cut meats, sausages and other value-added products. Fish, seafood and fish processing – processing and freezing units.

- Supply chain infrastructure – this niche has investment potential in food processing infrastructure, the government’s focus is on supply chain related infrastructures like cold storage, abattoirs and food parks.
